Presidents Report Susan Carleo a) Chair Election In consultation with legal counsel we were advised to conduct elections for CBOC. President Carleo explained the duties and responsibilities of the chair and co-chair and invited nominations. Terry Anderson nominated Harvey Berg and Asta Criss. Mr. Berg was elected as Chair and Ms. Criss as Co-Chair by acclamation. Approval of Minutes Moved by T. Anderson and Seconded by A. Criss, the minutes from February 1, were approved by consensus. Update on District Citizens Oversight Committee a) H. Berg reported that Chancellor LaVista attended the last DCOC meeting where he announced the formation of a citizens panel to review reactions to the L.A. Times series of articles regarding the use of bond money. The purpose of the panel is to advise the Chancellor and DCOC of how the bond program is handling construction funds. One issue raised by DCOC members is that they are not provided with a budget and that they have not been provided with much insight. Another issue was that the DCOC had not published an annual report until recently. Mr. Berg shared that he wrote a letter to DCOC with a copy to the Chancellor about DCOC compliance issues and the importance of transparency about bond funds. We are not doing what we are supposed to be doing which is reporting to the community so they can have an opportunity for discussion. The focus now is to work on correcting these issues. Six members volunteered to define DCOC more effectively and work on issues that will tie in to the financial report b) The Van de Kamp Site This matter is now in litigation. The resolution being sought out is that the funds spent on this project be returned to the bond account. Building and Budget Update Hau Wen from Yang Management gave the following report: Library Completion is now scheduled by February 2012. The construction company had financial issues and it had since filed for bankruptcy. In addition, the rainy season caused more delays. The Library construction, however, continues and subcontractors have been replaced. The selection team for a new construction company is at its final phase of the selection process. Almost 50% of the total construction budget has been spent. Measure J funds are the only funds remaining. Public Art Update Dennis Reed reminded the members that the bond provides for of 1% for public art. The campus committee works on selecting and recommending art. Public Art Selection Kent Twitchell, famous for doing artwork around town, created The Freeway Lady. He will paint a 35 feet tall mural on the north side wall of the Student Services Center. Our kick off is this week and it will be ready in a about year. The second artist is Lloyd Hamrol, described as an artist who sweeps the earth to sculpt his artwork. The third artist is Alison Saar, the artists work deals with important social issues. We are inviting the master planner to identify new spaces to place art pieces. VII. Review of the Tree Master Plan A town hall meeting on the tree master plan will be announced by email. This is a follow up to the environmental impact report that describes how to preserve and plan trees around campus. The 91 Board Foundation plans to organize an annual planting day and involve the community at large. We will ask people to name trees. The town hall meeting will take place on May 24. The arborist will be there to gather information from the college community and develop a plan based on this information. VIII.
