Carleo President Carleo welcomed the members and guests. She then invited everyone to introduce themselves and state the community business/organization they represent. President Carleo reminded CBOC members that this group meets quarterly. The meeting schedule for 2010-2011 is noted on the agenda. II. Public Comments Victoria Skinner, student, voiced concerns regarding the appropriate use of bond money by the college administration. Are the funds spent on non-classroom construction? President Carleo explained that bond funds, through the Master Plan process, are solely used for the construction of buildings that were approved by the voters. Jocelyn Lexinton, small business owner, stated similar concerns and asked who makes the decisions and how the money is allocated. She also expressed concerns about losing classroom space. She believes that building classrooms should be the priority, not a Student Services Center. President Carleo responded that the college has the responsibility to the State of California and the 91 (Los Angeles Community College District) to report how bond dollars are used. The money is specifically dedicated for what is listed in the bond program. The Allied Health Science Building was built on a site where old bungalows were once located. There is no expansion, but re-building. Similarly, the new Student Services Complex is an essential function of the college that provides services directly to the students. Offices that will provide a service to the students in the new Student Services Center include Counseling, Financial Aid Office, Students with Disabilities Services office, the International Students Office, as well as a number of other student services. Presidentss report S. Carleo Website Update - President Carleo introduced Jennifer Fong, Public Information Manager, to present a quick overview of the colleges updated website. J. Fong shared the sites new look. Since the college color is green, this is now reflected on the new homepage. The Master Plan page was also updated to reflect ongoing and upcoming projects. J. IV. Update on District Oversight Committee H. Berg The focus of the DCOC meetings has been the Van de Kamp facility. The DCOC held a meeting at Van de Kamp three weeks ago, it is an impressive facility. An Inspector General will be hired to review bond projects. This matter will be on the agenda until it is resolved. A special audit of Bond projects determined there was one questionable item for which bond money was used. The question was whether the green project qualified for bond money and whether the funds had been taken from the Prop A/AA and J funds. It was found that this project does not qualify for bond money. Therefore, the money will be repaid by the District to the Bond program. DCOC is being charged with preparing an annual report. The committee is still deciding whether the report should include the Van de Kamp project. V. Building and Budget Update Hau-Wen Feng A copy of this report was distributed to the members, including a copy of the master schedule of all campus projects. Hau-Wen Feng provided a summary of the projects that are completed and those that are still in progress. VI. Update on Public Arts D. Reed D. Reed informed the committee that the Public Arts Committee was formed last year. A Public Art Policy was approved and adopted on July 23, 2009. $1.7 million was designated in the Valley College Bond Program for public art projects on campus. The Committee selected the first piece of art. It was approved on July 16, 2010. For this project, famous muralist, Kent Twitchell, was hired to paint a mural on the north side of the new Student Services Center. We have asked the muralist to paint The Freeway Lady. The artist had originally painted this mural in another part of the city, but it has since been removed. Total cost for this project is $218,000. VII. Members Concerns/Suggestions for the 91 Board of Trustees There were none. VIII. Items from the Floor M. Long commented on the LA Times article on community colleges transfer requirements to 4-year universities. The Times makes the point that colleges should have equal requirements across the board to make this a faster and easier transition for students. In response to an inquiry regarding ITAP funds, President Carleo responded that ITAP funds were subsidized by the Districts bond funds. When the funds are depleted, the program will end. The District is working with MTA to negotiate a larger student discount, but no agreement has been reached.
