Welcome and Introductions S. Carleo Dr. Carleo welcomed the committee Public Comments There were no public comments. III. Adoption of Minutes for Meeting of February 2, 2010 MSP the minutes were approved as presented. IV. Presidents Report S. Carleo President Carleo announced that in todays meeting Elena Andrews from Steinberg Architects will provide an update on the facilities master plan; H. Berg will report on the Districts Building Oversight Committee and finally Dennis Reed, Dean of Academic Affairs will talk about public arts on campus. V. Update on District Oversight Committee H. Berg Los Angeles Community College District (91) responded in writing to a series of inquiries by the Los Angeles Times regarding how the district is using bond money. Los Angeles Times was planning to report its findings in a series of publications. However, to this date, nothing has been published. Representatives from General Counsel attended the CDOC meeting to discuss individual liability. It was explained that District investigates each case separately and indemnifies accordingly. Auditors Moss Adams submitted two reports. There were no exceptions found for Valley College. A group representing the Van de Kamp coalition attended the meeting to express their disagreement about the acquisition and the current use of the property. General Counsel disagreed with their conclusions. The auditors agreed that monies were spent in accordance with the provisions of this bond. VI. Building and Budget Update J. Rogers, CPM 1. A/AA Summary Report. There are three projects under construction: the Library; the Child Development Center; and the Student Services Center, a 2-building complex. The next two projects in the planning phase are: 1) The Burbank entrance that will lead to the Student Services Complex will be funded by the MTA. However, this project is being delayed. 2) The Family Resource Center will be located next to the Child Development Center. J.H. Snyder Corporation is funding this building. The bid came in below the donated money. Bid packages for the gym complex will be ready soon. The complex will be located near the swimming pool. 2. Measure J Summary Report. The Master Plan was updated to include $340 million available under Measure J. Ten projects are planned under this measure. Included under this measure is the Media Arts and Performance Arts complex. Measure J funds will be used for the renovation of the Campus Center. Other renovation projects are included under this measure. An environmental impact report will be prepared for board approval to submit soon. The schedule of construction projects under Proposition A/AA and Measure J is planned to be completed by December 31, 2013. President Carleo stated that the outreach center in Panorama City is part of the list of projects under Measure J. This Committee will be updated periodically. Facilities Master Planning Update E. Andrews, Steinberg Architects A power point presentation on the master plan was given. The Facilities Master Plan is driven by the Educational Master Plan which includes the goals to increase student retention and enhance academic programs and services to meet student needs. This project was started last year in April and received Board of Trustees approval in December. Another goal of the plan is to maintain a college park-like design. The plan addresses the landscape. VIII. Update on Public Arts D. Reed President Carleo informed the committee that bond funds, $1.7 million, have been designated for public art. CBOC members were invited to become members of the Public Arts Committee. D. Reed reported that Pasadena City College has been looked at as a model for using public art. Approximately $350 thousand has been allocated for each art project on campus. IX. Members Concerns/suggestions for the 91 Board of Trustees There were none. X. Items from the Floor There were none.
