D        LOS ANGELES VALLEY COLLEGE Citizens Building Oversight Committee MINUTES OF MEETING May 19, 2009 Members Present: Terry Anderson, Helen Bialeck, Diann Corral, Marshall Long, Susan Carleo Absent: David Iwata, Ken Ashford, Harvey Berg, Asta Criss, David Iwata, Lana Shields, Josh Wible Resource: Jim Rogers, Maggie Lopez Guests: Elena Andrews, Steinberg; Jennifer Stripe, STRATUS The meeting was called to order by President Sue Carleo at 5:45 p.m. Welcome and Introductions S. Carleo S. Carleo welcomed the committee and asked each member to introduce themselves. Public Comments There were none. Adoption of Minutes for Meeting of November 18, 2008 MSP T. Anderson/M Long the minutes were adopted as presented. Presidents Report S. Carleo President Carleo informed the committee that the schedule of meetings for the next calendar year would be sent by email. It was also agreed that meetings would be held quarterly. After consulting with the committee regarding possibly changing the start time for this meeting, it was decided that 5:30 was still the best time. President Carleo also stated that there is a provision in the By-Laws for a chair, co-chair, of the committee. However, over the past year, we have been meeting in an informal format. The Committee agreed to continue conducting the meetings in this fashion. President Carleo reported that for some committee members their term would end at the end of this years cycle. The committee was then informed that they would be contacted individually to find out whether they wish to serve another term. Student representation will also be sought after through the Associated Student Union (ASU). Building and Budget Update J. Rogers (a copy of this report was distributed; a copy of this report is also on file in the Presidents office) The total budget for Prop A/AA was $336 million. Four projects are still remaining which include: Child Development Center, Student Services, the Library and the Planetarium. Completed projects under Prop A/AA include Allied Health Science (AHS), Maintenance and Operations (M&O); a first class field and track, Disabled Students Programs and Services (DSPS) was just completed and the P.E. Department. The Business Office is currently located in a temporary bungalow. We will soon install a Marquee sign on the corner of Burbank and Fulton. Buildings that have been renovated have received new carpet, new tile, etc. The aquatic complex is now first class and it is available to the public during designated hours. S. Carleo also stated that Monarch Day Camp will be in operation this summer. Under Prop A/AA a Student Services building is now under construction. It is a 2-building complex. All the student services will be housed in this new space, including Financial Aid, Counseling, Admissions and Records, etc. The old library is being demolished. A temporary library will be located behind the bookstore as we start construction of the new Library. The Fulton entry-way is not finished, the new granite-like monument with lights will be installed soon. The Motion Picture Studio was just upgraded. Phase 1 of the gym complex has been completed. The A/AA funds are almost gone. Administration building and Campus Center renovations we will be held off until we receive the updated report from our master planners. There are11 major projects under Measure J, which includes $340 million. 1. Media Arts building 2. Community Workforce Development Center 3. Athletic Training Facility 4. Planetarium expansion 5. Performance Arts Center 6. Community Services Center 7. Parking Structure 8. Student Support Services 9. Business Technology 10. Environment Center 11. Photovoltaics for the parking lots to generate lights/power We have some unallocated funds to continue renovation of old buildings. President Carleo recommended that the name of this committee be changed to Citizens Building Oversight Committee, to reflect its broader scope now that Measure J has passed. Education Master Planning Update J. Stripe, Consultant from STRATUS Company, informed the committee that STRATUS was hired by the college to help with the possibility of opening two educational sites, one in Burbank and one in Panorama City. After collecting information from the communities, group members, business leaders, etc. it was found that these areas are underserved and they could use our programs. The Burbank site would be a more specialized facility offering classes such as media arts, theater, and general education classes. Whereas the Panorama City site would offer classes in workforce development, basic skills, computer skills, office skills, child development, etc. Both centers will take several years to develop. Education Master Planning Process Overview - E. Andrews of Steinberg Architects informed the committee that her firm has performed a facilities and needs assessment using the college Educational Master Plan as a guide. With Measure J there is the opportunity re-plan: - what are the new buildings that will be constructed and what needs to be demolished? Guidelines and standards are being used to make sure that we have a cohesive approach. Two workshops were conducted to obtain information about current issues, needs and wants. Valley College currently has 460 assignable sq. ft. of useable space. The majority of the space is instructional: lab space followed by classroom space and office space.
